#MyFSN aims to highlight and celebrate First Street North (FSN) as a block critical to the past, present and future of the Little Tokyo neighborhood, and to eventually realize the Sustainable Little Tokyo vision for the block. What is the Legacy of FSN to Little Tokyo?
First Street North is the only historically designated block in Little Tokyo. Designated in 1995, the Little Tokyo Historic First Street District was placed on the list of National Historic Landmark Districts as a result of community advocacy and activism. Currently, the rest of the block serves as city and public parking. For the last thirty years, various city and community planning processes have been explored for the undeveloped portions of First Street North. Most recently, in 2013, a community-driven vision was developed as part of the formation of Sustainable Little Tokyo.

FSN is located in the heart of Little Tokyo.
What is the challenge of FSN today?
Today the potential of this historic block being developed is much more imminent. In 2015, the Los Angeles City Council initiated a process to develop a Civic Center Master Plan by August 2016 to assess and coordinate future Civic Center redevelopment opportunities on five City-owned sites in Downtown Los Angeles, including two Little Tokyo sites – Mangrove and FSN. The planning process officially kicked off in Summer of 2016 and is anticipated to be completed by beginning of 2017. Given Little Tokyo’s long history of Civic Center expansion into our neighborhood – and even longer history of displacement reaching back to World War II and the internment of Japanese Americans – the community’s strong position is that no further Civic Center or City office uses should be explored or developed on Little Tokyo sites. Furthermore, the community is pointing to and uplifting its Sustainable Little Tokyo vision for development on FSN (recently updated in 2016) and Mangrove as the parameters for any future development of these sites.

July 2016: Updated Vision & Concepts for FSN Development
Little Tokyo Community Council
Approved by the LTCC board as of July 2016, these are the updated concepts and needs of the Little Tokyo community vision for future developments on First Street North, as generated by input on the 2013 Sustainable Little Tokyo Vision Document by block stakeholders (cultural institutions, residents, businesses), the Little Tokyo Community Council, and other community members.
- Development that contributes to/fortifies LT as an authentic, vibrant cultural destination reflecting contemporary and traditional Japanese cultural practices
- Integration of Go For Broke monument and future Go For Broke Development
- Development with a variety of housing on top of commercial/office bottom floor
- Building connects both looking into the lot and looking out to the street
- Linkages and connectivity throughout the block and to the rest of Little Tokyo
- Need for retail and office space this is affordable to small businesses
- Need for housing affordable to lower income individuals and families
- Ok with taller building in the NW corner, but not close to 1st St or in the middle of the lot
- Maximum height: 5-6 stories
- Leave middle of the lot for lower scale development (matching scale of businesses on 1st St.) and open space
- Want some green open space but for active use, well designed to mitigate security issues. Not across from the methodone clinic on Temple.
- Need parking for tenants (residential & commercial) and for public.
- Shared parking to maximize use
- A non permanent structure
- Need to maintain trash and vehicle access behind 1st street businesses
- FSN neighbor protocols to apply to new development/property owners/businesses/tenants
